I believe that this is a crêpe print, not a drawing or painting. The signature is difficult to decipher, but the characters in the seal read Hiroaki. According to Merritt & Yamada, Guide to Modern Japanese Woodblock Prints: 1900-1975 (Honolulu 1995), p 306-307, this is one of the seals used by Takahashi Hiroaki (1871-1945), a k a Shôtei (1907-1922) and Kômei (after 1922).
