watanabe H seal

There seems to be a number of varied opinions on why and when the use of the Watanabe 'H' seal was applied to a print. The most disturbing I've heard is it was often used on less than perfect prints as a means to sell them. This frim a Gallery owner. I find this hard to believe of someone who was successful in his profession as Watanabe, not to mention his culture, or am I just very naive? Any comments welcome. A print by Hasui on this site has this H seal and would like to know of others I might view. As I own a print with this H seal I'd like to hear some positive feedback but will listen to all. Thanks
