title cartouche design, artist or publishher? hitsu?

Would the title cartouche have been designed by the artist or publisher? This yellow plum shaped cartouche is the same as on my 'omi hakkei' series print. Same artist,and presumed same time period. A mate to mine is dated 1840, bears a Kiwame seal and is a vertical format, same cartouche stlye.Would this mean it is an early 1860's reprint of the 1840 original? As mine is cut to border I'm looking for a link, the seals are 'outside' the borders on this one which they date 2/1862 with publisher Senichi,signed Hiroshige hitsu. Does hitsu mean designed by? I thought Senichi to be from an earlier period,ie.1840's. Also size, the print I have is about 6 7/16" x 9 7/16" , would this be chuban or koban in size since is narrower than 7" ? Thanks in advance.
