I think that the size and shape of the title cartouche would come from the artist/his studio. There are preliminary drawings for prints that show outlines for cartouches + text etc. 'Hitsu' means 'painted by' and is virtually the same as 'ga', 'drawn by' and equates to western 'pinxit' or 'fecit'. The publisher's mark Senichi refers to the publishing firm of Izumi-ya Ichibei who were in business from the 1780's through to the 1860's, so this does not help you much. The dimensions suggest that you have a chuban print.
