I believe that E F Strange's The Colour Prints of Hiroshige (London 1925) is still regarded as the best work on Hiroshige in English.

Every year there are, however, new books on Hiroshige appearing in various languages. Obviously, the best and most comprehensive ones are in Japanese, but there are also many interesting ones in English. One that I could personally recommend as a starting point, is Prints by Utagawa Hiroshige in the James A Michener Collection (Honolulu Academy of Arts 1991, 2 volumes), edited by Howard A Link.
