The artist appears to be Seiko, who has designed a number of shikishi-ban prints of birds with this signature:

Though I've seen very little or no evidence, it seems to be generally assumed that this Seiko is identical to the female Nanga painter and poet Okuhara Seiko (1837-1913).

Merritt & Yamada (Guide to Modern Japanese Woodblock Prints: 1900-1975, 1995, p 133) give only this information: "Signature that can be read Seiko appears with a small seal on a print of a crow."

Laurance P Roberts (A Dictionary of Japanese Artists, 176, p 125) has some information on Okuhara Seiko, but doesn't mention any woodblock prints. Furthermore the <>kanji character given by Roberts for sei in Okuharas Seiko's name is not the same as in the signature above.
