This is a surprizing turn of events. Although the Yoshiiku part is a bit strange, I do agree that the signature reads indeed "Ikkei-sai Yoshi-iku Ga". The image looked so much Osaka-ish to me that I totally forgot to check the Edo signatures.

The fact that there are no censor or publisher seals might be explaned by the fact that this is no Osaka oban print, but very probably the cover of an ehon (small book) printed in Edo. These seals appeared mostly on the first or second page. The signature seems to be quite early for Yoshiiku, so it can be dated roughly in between 1853 and 1860.
