The drawing was checked first by the censors, before any copying or cutting was performed. The censors then placed the seals on the drawing. The drawing inluding the seals was copied on thin paper and pasted on the key block. After this the block was cut with the censor seals on it.
This means that (perhaps with the exception of a rare example) all prints had there censor seals printed together with the black outline from the same key block.
