Sh˘tei (1871-1945, a k a Takahashi Hiroaki) may very well have designed your print, but without seeing a good scan of the seal, I cannot confirm it.

Shinagawa was a town just south of Edo and the first station on the T˘kaid˘. Now it is a part of Tokyo. If the first character is ban, which is perhaps possible, the title should be read as Ban no Shinagawa, meaning "Shinagawa in the evening".
