In 1883 (Meiji 16) Kiyochika designed a set of prints, Shimpan sanjni s (Thirty-two physiognomies newly published), depicting four facial expressions on each sheet:

When I saw the prints from Sheryl's book, I immediately thought that it could be a new version of Kiyochika's series, aimed at the growing tourist market. Comparing several of Kiyochika's prints with the images from the book, I couldn't find any matches, though.

This certainly doesn't mean that your assumption is wrong, but it would be useful to learn about your reasons for attributing the book to Kiyochika or one of his followers.
