In Guide to Modern Japanese Woodblock Prints: 1900-1975 (Honolulu 1995), p 46, Helen Merritt and Nanako Yamada lists an artist who seems to fit quite well for your images (ito1.jpg and ito2.jpg). His name is It˘ Nisabur˘, and the latter of these names begins with the character inscribed in the artist's seal. Unfortunately, the information about him is far from comprehensive:
"Studied at Kyoto City Specialist School of Painting. Studied with Tsuchida Bakusen. Flower prints and scenes of Kyoto, including a 5-story pagoda, published from ca. 1910 by Uchida."
Your prints depict the five-storied pagoda and a large gate of the Ninnaji temple in Kyoto, formerly known as Omuro Castle. I believe it wouldn't be too far-fetched to assume that the pagoda on your print is the one referred to by Merritt and Yamada.
By the way, unknown.jpg (already identified by John Fiorillo as a work by Sh˘tei) depicts the Sacred Bridge in Nikk˘.
It may also be appropriate to point out, that on all these three prints the artists identify themselves only by their seals. What often is mistaken for a signature, is in fact the title of the print.
