This is just a guess, but if the picture you have in mind involves a woman with two octopi, the artist is Katsushika Hokusai (1760-1849). A copy of the print is in Richard Lane's book, Images From the Floating World, Oxford Univ Press 1978. I don't have the page number. It's a great image.
