I do not know of any ukiyo-e artist named Shurei, but Yoshiiku (1833-1904) was a pupil of Kuniyoshi and became one of the most prominent print designers of the Meiji period.
Unfortunately, there seems to be very little literature dealing with Yoshiiku and his work. You may find occasional information in a few books on Meiji art, like Julia Meech-Pekarik's The World of the Meiji Print (Weatherhill 1986), but I am not aware of any more comprehensive studies.
The only Shurei I have found was a Kanô painter, who lived between 1751 and 1790 (or possibly 1834). His kachôga (flower and bird pictures) may have been reproduced as woodblock prints, like many others, in the 1890s or later.
You will find some information on both these artists in Laurance P Roberts' A Dictionary of Japanese Artists (Weatherhill 1976).
