which has the best collection of Meiji signature reproductions I know of, but did not see it there.
I did find a signature in:
Helen Merritt, Nanako Yamada, "Woodblock Kuchi-E Prints: Reflections of Meiji Culture", University of Hawai'i, Honolulu, 1999
which looks a bit like it: #86, Yamanaka Kodō, but it's not at all certain that's who it is - it's just _plausible_.
A better image of the seal might help - that might be readable.
