thanks to your efforts and Guy's detailed descriptio, I found the print on the website of Arts and Designs of Japan (June selection) and also the explanation of the mentioning of Yoshitoshi in the cartouche of the right panel: Kiyochika wrote: "In the style of Taiso Yoshitoshi."
