In general, I would agree with that (and the rest in your post).
However, there might be circumstances in which buying a cheaper print might be the way to go: a student on a very limited budget; or someone who knows nothing about prints, and wants to learn a bit about prints before they start laying out larger amounts of money, for instance. A good Kunisada from a dealer could be several hundred US$ (or more), and that could be more than someone in one of those positions would be able to pay, or feel comfortable paying.
