Do NOT buy prints on eBay (until you have a lot of experience, and even then, expect to wind up with a certain percentage of junk).
Where you buy depends on whether you are looking for specific prints, or are just happy to buy whatever comes past. If the former, there are lots and lots of dealers who have an online presence (but will be a bit more expensive); auctions are cheaper, but offer (in any one sale) a limited selection.

has a lengthy list of dealers and auctions in the section 'Ukiyo-e Dealers and Auctions'. (I assume our webmaster will not have included, or removed, any which are not reputable organizations. All the good ones I know are listed there.)
