This a re-edition published by Yanagihara Kihei (Osaka), dated Meiji 15 (1883) of the 5th volume (out of 5) of "Ehon Noyama-gusa" (Studies of Field- and Mountain Flowers) by Tachibana Yasukuni (1717-92), first published Horeki 5 (1755).
Tachibana Yasukuni was an Osaka Kano School painter an illustrator and son of Tachibana Morikuni (1679-1748).
The colophon in the re-edition refers to Yasukuni as 'gako' but also to Hasegawa Sadanobu II (1848-1940), the Osaka print designer and illustrator who did the colouring for the Meiji edition.
