Yes I think so, in a figurative way. For example the depiction of a beautiful bijin compared to one of the twenty-four paragons of filial piety, illustrated in an inset picture.
In such case, the girl's beauty is completely identified with the virtue as described in the tale. "E-kyodai" are essentially a sub-genre of "mitate-e" bringing together two apparently unrelated pictures having a common element.
