That was my 'best guess' read too - 明治 廿三. (I had the same problem with the script you did; I was going to post earlier, but I was too busy.) I would think that we independently came up with the same reading gives some increased believability to that result!

I wasn't sure about the '20', I still think it might be '30' (I seem to recall a single character for '30' in some places; Meiji reign years go up to 44 or so, and Nobukazu's career went on for a long time), but I'm pretty sure about the '3' - the 'Z' is the second and third horizontal strokes, I think, with the first the mark above it.

I concur. I looked through a number of my reference books in an attempt to find it, but no luck.
