"It's Kamishimo"

According to this Wikipedia entry:

http://en.wikipedia.org/wiki/Hakama

(for what it's worth - Wikipedia entries aren't entirely reliable), 'kamishimo' is the name of the complete outfit (including trouser analogues called 'hakama'); the name for the "sleeveless jacket with exaggerated shoulders" is 'kataginu'.

This page:

http://www.fashionencyclopedia.com/fashion_costume_culture/Early-Cultures-Asia/Kataginu.html

has a bit more about kataginu.
