I overlooked that first 'ichi' character completely.

Two possible artists used the 'go' Ichiryūsai, written in this manner and in that period: Kunimori II and Yoshitoyo.

As this print (some sort of parody on the 7 sages) is in the tradition of Kuniyoshi, designing comical, slight satyrical subjects, I tend to go in the direction of the latter, thus being an early print by Fukuyama (Utagawa) Yoshitoyo (1830-66).
