Hi, the actor portrayed is Sawamura Tossh&3333;, but I don't know which one - and there's something of a mystery here, as the Kabuki21 page for that name:

only records the first one in 1840, and I'm pretty sure this print is older than that (circa very roughly 1810 or so, I would guess).
The censor seal is a bit hard to see, but it might be a plain 'Kiwame' seal, which doesn't give any help on a specific date.
Maybe someone else can solve some of these mysteries?
