I looked in several reference books which shows artists' seals from that era, but did not see this one. I would _guess_ that this means that the artist is not someone major (assuming, of course, that that seal is the artist's).

The characters in the seal show up quite clearly; alas, they are in a writing form called 'tensho', a specialized form used only in seals, so I don't recognize them. However, someone who does work with tensho characters should be able to read them for you.
