If you meant Hideki Tojo:

I think you meant 'General', not Admiral.... (Admiral Togo was the victor at Tsushima, in 1905.)


I tried to work out if this could have been his father, Tojo Hidenori, shown here. Hidenori had fought as a sergeant in the Boshin Civil War of 1877, so he would likely not have been particularly high in rank when Hideki was born in 1884. However, given that he retired with the honorary rank of lieutenant general in 1908, he must have had signifcant military accomplishments at some point in his career, so it's possible it is him shown here. Do we have a date for the print?
