I don't see an artist named "Eichi" listed in "Images from the Floating World", by Lane, which has a fairly complete list. This signature does look very much like some I have images of for Eishi (1756-1829), though.

It does seem likely to be an original print (going by the colours, etc), although without seeing it in person I cannot be extremely sure.

Too hard for me - it's in script which is somewhere between gyōsho and sōsho, and thus beyond my powers!

"What is the date of this print?"

Well, it has a 'kiwame' censor seal, but that doesn't say much - it was in use from 1790 to 1845. Going by the colours, style, etc I would guess '1790s'.
