Tojo is not for the name of somebody, it just means "castle of east (tokyo)", i guess. 
You find the castle behind the coach^^.
According to the characteristic flag shown at the left horse and on the coach, there must be the emperor in it. That is why the man is hidden behind the shield. 
The translation should be:: the emperor's marching to the east castle.
