Well, this makes sense, as it would be unusual to have a relatively minor military officer be the main subject of a print. (Unless, of course, it was a senso-e, which it is not.)

It also makes sense that the first carriage would carry the emperor, but I am surprised by two things:
1. The print was issued in 1900 and since the mid-1870s the emperor was regularly seen and portrayed in public and in prints.
2. I am used to seeing the emperor's carriage with the phoenix on top.
