They are written in tensho type font (篆書), often use for name seals or stamps, so decorative^^

One is 下 for 陛下, no doubt.
another is a bit troublesome. I have read it 天 for 天皇 before, but after the second look it seems rather to be 上 for 上皇. 
Then it puzzled me; who the 上皇 is, and where the 上皇城 is. It may be the one of the former emperor's palaces in Kyoto.. but I 'm not sure at all..
