Far from being an expert on late 18th C. 'bijinga', I observed that in the rendering girl's faces is still a strong infuence by Kiyonaga so I tend to attribute the print more to the Eishi-school but without viewing another complete specimen of this design this remains of course highly speculative.
Another thing that bothers me is the fact that your print seems to be issued by a minor publisher; the prints by Utamaro but also the artists from the Eichi school in the 1790s, were published by prominent houses like Eijudo or Kansendo.
