You can find a very similar print attributed to Shotei here: http://shotei.com/artists/shotei/shoteicatalog/shoteilist12.htm I have a print similar to yours in a horizontal format that is signed Shotei, but yours is not. Many Shotei prints were plagiarized in the early 20th century and that is likely the case with your print.
