How tiny are the circles? I ask because one of the colour mechanical printing/reproduction processes one sometimes saw a couple of decades back produces images which are composed of lots of very tiny (~1mm or so) circles with dots in the middle. I tried to find a book with images produced in this manner in it (I know I have one somewhere!), so I could scan in a high-resolution sample for you to compare, but alas I could not find it.

The fact that the Vever seal is a facsimile would definitely seem to point towards this being a mechanican reproduction of some kind.
