I'll have to check more Kyosai signatures of that period for a match. I wonder if the unidentified "Hiroshige" seal indicates that this is a collaborative print. I did a quick search for collaborative prints attributed to Kyosai and Hiroshige III and found one on Artelino but it bears Hiroshige III's signature and no seal. In fact, I still can't find another print with this square seal. I'll do more looking.

I did some searching to see if I could find any historical figures named "Naniwa no Arashi" or "Naniwa no Ran" without luck. I also put various combinations of kanji 浪花 嵐 and 浪花之嵐 into google and got a few hits, but with my lack of Japanese reading I didn't get far.

I looked at the round seal with a magnifying glass but really could not determine anything beyond what you saw - that it is a bit darker. I imagine that most of the censor and date seals are known, so it may well be a collector's seal.

If you happen to come up with anything else on this print I'd greatly appreciate hearing about it.
