This print indeed is by Eisen Ikeda.
When it was printed: probably c. 1835 - 1840, because the style of Eisen's signature was different in the 1820's.
It may be one panel of a triptych, because of the way the decorative screen in the background is 'cut' by the right margin of the print.
The woman is probably no particular person, she is not identified by name. There might be a title to a triptych on one of the other panels, which would give a clue about who the women in the picture are.
