Very odd. This looks to be the Great Buddha of Kamakura (Kamakura Daibutsu) in the Kotokuin Temple:

First, the kanji in the right column don't read Kotokuin (the last character there is indeed 寺, 'temple'), and the left hand column doesn't read 'Daibutsu' or 'Kamakura' or anything like that. (I will try and read some more characters, and see if I can work out what it says.)
Second, the large bronze statue of Buddha at Kamakura is indeed outside near the water, but... there is a large hill behind it, not water! So either Hiroshige has taken some artistic liberties, or this is a different statue (but it's clearly huge, as shown by the figures in the foreground - I don't think there is another statue of this size outide in Japan).
