I would think Meiji era, based on style and the colors used. I think the artist could've been any of a cadre of unknowns who worked for the various printing houses.
I don't think it's modern though. And it does have some stains and wear. It's probably just as likely that a non-artistically- significant piece got stored away and forgotten as a real treasure. Saving some item for it's value to rise, I think, is a fairly recent notion.
