The location is indeed Takanawa (高縄). For a while I was puzzled by the third character of the print title (廼), but apparently it's just a more complicated way of writing 'no' (の). So the title should really be transcribed as "Takanawa no kihan".
Also, someone may think we disagree about the date of the print, but we don't really. With the lunar calendar used in Japan before 1873, their years didn't quite correspond with our years, so though most of 1865 was indeed the year of the Ox, the month "Ox 12" most probably started in January 1866. I don't have a conversion table at hand, so I can't give the exact date, though.
