Shimekazari is an ornament often hung over the entrance or doors of the house at New Year.
Isami (aka kyoukaku) is a chivalry ( or YAKUZA ^^).
床 is 床屋 (a barber shop). And Ebidoko is a barber shop name which has a lobster on it's signboard.
So, rough translation of the title is: Another story of chivalry guys at Ebidoko barber shop in the new year season...
Although the actors don't have name on the picture, people of those days might know who they were I suppose.
Left man must be Ichimura Uzaemon 12th or later, according to ら letter pattern of his clothes.
Center man has half hidden Yagou (山ｱ屋) on his collar, so he would be Kawarazaki Gonjuurou or Kawarazaki Choujuurou.. (Im not sure pardon)
Right also has the name (薪水) that tells us he is Bando Shinsui.
