"Here are some additional photos that I was able to get from the owner of the print."
Alas, I could not get too much more out of them. I did manage to read the bottom character in the left-hand column of the title; it is 佛, read 'butsu', meaning "Buddha".
The other two characters there have defeated me; they are written in a slightly slapdash way, and so are difficult to read. (It is possible a closeup of the middle character would allow it to be read.)
I conducted _extensive_ web searches to try and locate other copies of this print, or what the rest of the title might be, with no luck. I finally had a brainwave and did a Google search restricted to www.hiroshige.org.uk for the terms "Josenji", "Josen-ji", etc, with no hits at all. Other test searches (I used "Watonai", a rare term occuring in the title of an early print) worked OK, so I think that means that this title is not recorded in either Strange or Watanabe.
A very rare print indeed!
