I think it's indeed Onoe Eizaburō III in the role of the prostitute Shichiaya (keisei Shichiaya - けいせい七綾).

Eizaburō held this role at a play "Go hiiki ohikuya tsuna saka" performed in the Kawarazaki theater, 11th month 1839.

Could well be the same performance.
