There's a signature on the left, and a censor seal on the right, but with the dirt and low resolution I can't read them. Can you provide closeups of those two areas?
It might be possible to identify the series (either through the kanji in the title cartouche, or the design of the cartouche itself, which is quite distinctive), and find the artist and date that way.
