Definitely Shun-{something}. For the second character, could be a number of people; it is hard to tell what is ink and what is a blob of dirt!) Shunchō - Shunman - Shunsen - all are possible. But I think you're right, it's probably Shunsen.

There are several artists named Shunsen, this is the one who uses the charcter 扇, not the one using 泉 - or are they the same person? Lane lists three people using that name, but doesn't give the kanji for the second one - I don't know if this one is the second one (fl. ca. 1780s - 1790s) or the third (1762 - ca. 1830). Just to maximize the confusion, Lane gives the kanji for the third both in printed form, and also a reproduced signature: the former uses the second character, and the latter seems to use the first! (Self/Hirose shows a reproduction of a signature using the second character, so that's not a typo in Lane.)
