That is a good link you showed, that the museum questions the authenticity, noting; 'Forgery?"

"This is Hokusai's signature", that part is a matter of semantics. Yes, it literally reads "Zen Hokusai i-itsu hitsu", which is one of the go signatures used by Hokusai in his middle period.

But stylistically, does not quite seem to match the signatures on other kacho-e firmly attributed to Hokusai.

I agree with your conclusion that this series is not likely to be outright "fakes" drawn by a later, third-party artist. The "Zen Hokusai..." signature added to previously unpublished sketches by Hokusai himself or to sketches by Taito II would be a reasonable theory.
