It is Toyokuni I. The print has a date seal (just under the 'kiwame') from Bunka 3, 1st month (1/1806). The actor is Nakayama Tomisaburō.

The style and signature are typical for Toyokuni I during the years 1804-6. From 1807 on, Toyokuni's style becomes suddenly more awkward.
