In a french book "L'age d'or de l'estampe japonaise" Musée des beaux arts 1986, Orléan-Caen-Rouen, this woodblock is attributed to Hokusai. I translate the related paragraph:
"
Peacock and peony.
Beginning of the area Bunsei (1818-1821).
This theme was often treated by academic painter under the influence of Chinese master Shen Nan-ping. Hokusai continues this tradition. This work is part of a series involving birds and flowers."
But I remain convinced that it is not Hokusai.
