It does say "Hokusai ga" in the lower right margin.
But in my opinion this is not an original print.
It might also be a Meiji / early 20th-century design to which the signature "Hokusai" was added to increase sales.
The "Fuji Arts" guy does not necessarily know the difference between original prints, reproductions, and spurious works.
