Most certainly Utamaro I. Considering the beauties style and the depiction of the faces I should give a date from the late 1790s till 1800.
The print is part of a series of designs of bijin with children. The prints were probably sold separately but together they form a muliptych of at least five prints; cfr the link below to the Ritsumeikan showing four of the designs together.
