In all my Japanese books, where Shigemitsu is mentioned, his name is given as 重光. I see no reason to doubt that this is the correct name.

There are at least five different ukiyo-e artists who used the name Kunimasa. The signature above is by Kunimasa IV, I believe, and without seeing the entire print my guess would be that he also designed Dom's print.
