For some reason, in the two prints signed "Gyokuo", the seal "Yoshitoshi" also has been replaced with a different seal:

SA KU RA

"Sakura", written in katakana. I have no idea what to make of that.

Any idea what this substitution means and why it is related to "Gyokuo"?
