You are quite right about the first character of signature D - uta (歌).
The second character is tora (虎), so the name of the artist could be Utatora, or possibly Kako or Kaku (歌虎).
I found a print with his signature at http://multi.tosyokan.pref.shizuoka.jp/digital-library/ - search for his name or "K915-108-042-061" (without quotes).
